This research is framed in the context of a specialized weapon in military aviation: an unmanned multirole fighter capable of replacing manned systems and their respective missions. This paper gives a brief history of unmanned aerial vehicles and their employment as weapons to demonstrate the evolution from ISR platform to unmanned combat air vehicle and then evolves into two main sections of “can we” and “should we” pursue this avenue of development. The primary means of answering the research question is both technical and philosophical. This study analyzes the historical debate between the United States Army (USA) and United States Air Force over the issue of close air support (CAS). Specifically,this study examines four CAS subissues from World War I through the Korean War:priorities in the employment of airpower, the ownership and apportionment of CASassets, the most effective CAS command and control (C2) system, and the debate overwhether to procure a single or multipurpose CAS aircraft. The case study herein analyzes the CAS philosophy of Lt Gen Edward Mallory Almond, USA. This study examines the links between science, philosophy, and military theory. The author uses two case studies to demonstrate the links between these disciplines. He presents an overview on the rise of Newtonian science, and he examines how the key frameworks and concepts of that science became interwoven into Western civilization to affect its philosophy with an emphasis on its interpretation by the German Romanticist philosopher Immanuel Kant. He then shows how Newtonian science and Kant’s philosophy affected the military theory of Carl von Clausewitz. His second case study concerns the theory and philosophy of evolution developed by British philosopher Herbert Spencer and its influence on the military theory of J. F. C. Fuller. This is a study of the applicability of prospect theory to military decision making.Prospect theory posits that the decision maker’s reference point determines thedomain in which he makes a decision. One implication of this study is that if the decision maker can do the same for asubordinate or for an enemy, he may be better able to predict their responses in agiven situation. The project’s goal is to develop a framework for assessing riskpropensity. It does this by first describing the military decision-making process andconcluding that it is a rational decision-making process. This paper explores the relationship between Information Warfare (IW) and Public Affairs (PA) and reveals a direct link through the role of propaganda in each. A historical analysis of propaganda in past wars yields lessons which can be applied to formulating PA policy on IW today. In light of the evidence, three possible options emerge regarding the possible IW roles PA might adopt. Option One—a “Hands Off” policy—seeks to avoid any association with IW and represents the current PA approach. Option Two upholds the primacy of truth but acknowledges PA must take an active role in IW. Drawing from the vision of airpower theorists and building on insights gained from studies on various regime changes, this thesis advances a theory of regime change and outlines a strategy for the use of airpower. To remain in power, regimes must continue to provide goods to the group of people responsible for its rise to power—the winning coalition. Different types of regimes rely on different types of goods to satisfy their winning coalition. This thesis advances the hypothesis that adversely affecting these goods will create policy failure, increase dissatisfaction among the winning coalition, and cause members to seek out a new coalition and regime to provide the lost goods. In this thesis, we propose a new manner of targeting economies—a holistic approach that accounts for the linkages between infrastructure elements and their resultant synergies. We first establish a theoretical foundation for targeting based on complexity science. This discipline examines the nature of complex, interconnected systems such as economies. Next, we demonstrate that economies are indeed highly interconnected systems. These linkages cannot be ignored in the targeting process. Finally, we tentatively propose a computer algorithm capable of targeting multiple, interacting infrastructure elements. The technique employs a genetic algorithm coupled to standard industrial analysis programs. When implemented, this computer technique should dramatically improve the effectiveness of economic targeting....
