Born in Singapore in 1957, Phang received his Bachelor of Laws (First Class Honours) from the University of Singapore (now the National University of Singapore) in 1982, before earning his Master of Laws and Doctor of Juridical Science from Harvard University in 1984 and 1988 respectively. Between 1982 to 2000, he taught at the National University of Singapore Faculty of Law, and was appointed Professor of Law in 1999.
