Excerpt: The 109th Congress will face early funding and oversight issues under pressure of tight fiscal conditions in 2005. Challenges are likely to include providing the necessary resources to secure stability, democracy, and reconstruction in Afghanistan and Iraq, continue the global fight against terrorism, dissuade Iran, North Korea, and perhaps other countries from pursuing nuclear weapons, and adequately fund a number of other high priority programs. In February, the Administration is expected to ask for supplemental appropriations for defense, Iraq, and Afghanistan.
