Introduction: On October 26, 2001, President George W. Bush signed P.L. 107-56, the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act or the USA Patriot Act. Among its provisions are a number which impacted or amended the Foreign Intelligence Surveillance Act, 50 U.S.C. S 1801 et seq. (FISA). For example, the new law expanded the number of United States district court judges on the Foreign Intelligence Surveillance Court and provided for roving or multipoint electronic surveillance authority under FISA.
