It is intended as a reference for people involved in the Brownfields site assessment process. This guidance manual does not constitute a rulemaking by the U.S. Environmental Protection Agency (EPA). The policies set forth in this document are intended solely as guidance. They are not intended, nor can they be relied upon, to create any substantive or procedural rights enforceable by any party in litigation with the United States.
