Excerpt: Personal services may not be obtained upon a contractual basis but are required to be performed by regular employees who are responsible to the Government and subject to its supervision. In view of the long history of this rule of Government procurement, its uncertainty is anomalous. This article attempts to examine the origin, present content, and probable future of the rule, and incidentally, to illuminate the relationship among the Congress, the Comptroller General, and the executive agencies charged with buying for the Government.
