Preface: In Fiscal Year 2001 the Office of Technology Policy (OTP) sponsored a twelve month comprehensive evaluation of the Experimental Program to Stimulate Competitive Technologies (EPSCoT). The objective of the evaluation was to provide OTP with an objective review of the effect of the funded projects and an assessment of the program?s underlying concept, design, and structure.
