Description
The book analyzes the factors that brake or accelerate the modernization of public administration and the adaptation to successful Western models. The analysis was based on an extensive study conducted within the Social Research Bureau, which included two large surveys among citizens (over 2,700 subjects), 2 surveys among authorities (over 1,000 mayors, councilors and officials), two testing campaigns (more than 500 authorities tested with the best psychological tests), two focus group campaigns (with more than 100 participants). These studies were funded by the European Union under a Phare program.

Summary
The book presents the largest study of the psycho-sociology of public administration undertaken in Romania until 2001.
