Excerpt: Attached is the report of an Office of Inspector General (OIG) audit on the billings and payments made for Program 3402-S (Blue Angels' Promotional Materials) from August 27, 1998, through July 31, 1999. The contract was terminated for the convenience of the Government, effective April 2, 1999. The objective of the audit was to determine whether all billings and payments were proper and in accordance with the Government Printing Office's (GPO) criteria and whether the direct-deal term contract was effectively and efficiently administered by Government officials. The audit was conducted as a result of the OIG's Office of Investigation's June 29, 1 999, referral memorandum.
