INTRODUCTION A WHO workshop to develop a national action plan for nursing and midwifery in Eslonia was held in Tallinn on 3-4 May 1995, led by Jane Salvage. Regional Adviser fox Nursing and Midwifery, World Health Organization Regional Office for Europe. The participants were Estonian nursing leaders holding positions in which they could direct and influence nursing - including doctors, nurses and midwives. They came from the Ministry of Social Affairs, hospitals, training colleges, the Estonian Nurses Association and the Estonia LEMON (WHO Learning Material on Nursing Project) Group, and from all pans of the country (see Annex 1
